Answer : The EMGS Malaysia Immigration Department at Menara TA One has agreed to issue a two- years student pass for students’ whose student pass has expired for more than a year. After receiving the passport from the institutions and once the extension of the student pass is approved by EMGS, a Top Up application will be created by EMGS to collect the (Processing Fee (RM140 + Service Tax), JIM Fee (Student Pass RM60 + MEV if applicable), iKad Fee (RM50) and notify the institutes to make payment. Institutes are required to make payment within 2 days to avoid collecting the passport without student pass endorsement from EMGS.

12. Question: My student pass/special pass expired during the Movement Control Order (MCO 3.0). I am currently here in Malaysia, but my student pass/special pass has expired. What should I do?

Answer : Your Education Institution will be required to submit a Special Pass together with renewal application of student pass to EMGS One Stop Centre since the EMGS Malaysia Immigration Department at Menara TA One started accepting passports since 15 th June 2021. EMGS will then facilitate the request by submitting it to the Malaysian Immigration Department. This is only applicable for institutions that submit their passport to EMGS One Stop Centre (OSC) for endorsement.

Education Institutions that submit their students’ passports to State Immigration Offices for endorsements (i.e. self-endorsement) should refer to their respective state immigration offices for further clarification.

13. Question: I was supposed to return to Malaysia to continue my studies however I was not able to travel due to the outbreak of Covid-19 pandemic worldwide. My student pass has now expired, and I am not certain as to when I will be able to return to Malaysia. Can I still renew my student pass?

Answer : Due to the Covid-19 outbreak worldwide which forced international borders to be closed, the Malaysian Immigration Department is now allowing students to continue renewing their student pass only if it expired after 1 st February 2020. Students that fall under this category will be required to enter Malaysia on a social visit pass and subsequently submit their passport for the extension of their student pass.

These students must submit their Travel Authorization application through the EMGS website. Once it is approved, the Travel Authorization can be downloaded from the following link below:- https://visa.educationmalaysia.gov.my/emgs/application/searchForm/.

Students from countries that requires Single-Entry Visa (SEV) to enter Malaysia are required to submit their SEV application to the nearest Malaysian Mission office.

All international students are allowed to enter Malaysia except for student from restricted countries. The list of restricted countries is subject to the latest circular by the Government of Malaysia.

14. Question: I want to go back to my home country, but my passport is pending with EMGS. Can I collect my passport back from EMGS?

Answer: The EMGS One Stop Centre will remain open for collection of passports by institutions. If you have made travel plans to leave the country, please contact your respective Institution to collect your passport from EMGS One Stop Centre. You will not be able to collect back your passport directly from EMGS due to the stringentbiometric verification process that EMGS adopts by only returning passports to authorized representative from the Education Institutions.

15. Question: My Education Institution collected my passport from EMGS and returned it to me. I am planning to return to my home country, but my current student pass/special pass is no longer valid. Since Immigration Department is closed during MCO 3.0 , will I be allowed to return to my home country without a valid pass?

Answer: Your Education Institution will be required to submit a Renewal application/Special Pass application to EMGS One Stop Centre since the EMGS Malaysia Immigration Department at Menara TA One started accepting passports since 15 th June 2021. EMGS will then facilitate the request by submitting it to the Malaysian Immigration Department. This is only applicable for institutions that submit their passport to EMGS One Stop Centre (OSC) for endorsement.

Education Institutions that submit their students’ passports to State Immigration Offices for

endorsements (i.e. self-endorsement) .

Student is advised to check with EMGS via their respective Institution before travel back to home country.

Medical Screening

16. Question: My eVAL was approved and I travelled to Malaysia upon obtaining a Single-Entry Visa (SEV). The entry pass issued to me at the point of entry has now expired but and I haven’t attended the Post Arrival Medical Screening due to the Movement Control Order (MC 3.0) in Malaysia. Will I be able to attend the medical screening and obtain a student pass?

Answer : Your Education Institution will be required to submit a Special Pass application to EMGS One Stop Centre since the EMGS Malaysia Immigration Department at Menara TA One started accepting passports since 15 th June 2021. EMGS will then facilitate the request by submitting it to the Malaysian Immigration Department. This is only applicable for institutions that submit their passport to EMGS One Stop Centre (OSC) for endorsement.

Education Institutions that submit their students’ passports to State Immigration Offices for endorsements (i.e. self-endorsement) should refer to their respective state immigration offices for further clarification.

Upon obtaining a Special Pass, you will be required to attend the Post Arrival Medical Screening at the nearest EMGS panel clinic. The list of clinics is available at https://visa.educationmalaysia.gov.my/guidelines/registered-malaysian- clinic.html .

Kindly note that Students enrolling into Malaysia Public Universities can attend the medical screening at clinics located in their universities. Please ensure that you speak to an authorized representative from your Education Institutions prior to attending the Post Arrival Medical Screening. Once you have passed the Post Arrival Medical Screening, we will request your Education Institution to submit your passport to EMGS or prepare a supporting letter for your institution to obtain the student pass at their respective state Immigration Department.

17. Question: I’ve attended the Post Arrival Medical Screening but failed the screening. The clinic contacted me and requested that I submit my appeal no later than 1 month from the time I first attended the medical screening. I am currently not able to travel to the clinic due to the MCO 3.0. Does this mean I won’t be allowed to appeal the results of the Post Arrival Medical Screening?

Answer : Under normal circumstances, you are required to submit an appeal at the same panel clinic you visited previously for medical screening immediately after you have obtained the result. This should be done within 7 days of receipt of the notification that you have failed your medical screening. In lieu of the current Movement Control Order (MCO 3.0) implemented, EMGS has decided to ease this condition however you must submit the appeal at the same clinic within 7 days after MCO

EMGS Insurance

18. Question: When does the insurance policy purchased through EMGS start?

Answer : EMGS is currently sending a notification to the respective insurance provider once the application has reached a specific stage. The process of sending notifications for students that opted for EMGS insurance providers happens at the passport endorsement stage/e-support issuance stage. The insurance commencement date will depend on the type of application submitted to EMGS. The table (Table 1) below explains the commencement dates for the respective type of applications.

19. Question: Is Covid-19 treatments and/or hospital admissions covered in the insurance policies available through EMGS?

Answer: Not all EMGS insurance/takaful providers extend coverage to cover treatments and/or hospital admissions related to confirmed 2019-nCoV cases within Malaysia. The table (Table 2) below explains the coverage offered by each of EMGS insurance/takaful provider.

Kindly note that the Ministry of Health Malaysia has provided a list of designated Hospitals for handling COVID-19 cases. Please refer to the Ministry of Health Malaysia’s website to view the list of designated Hospitals as the insurance providers may only allow claims originating from these designated hospitals. Travel Guidelines

20. Can International Student return to Malaysia?

Answer: All international students are allowed to enter Malaysia except for student from restricted countries. The list of restricted countries are subject to the latest circular by the Government of Malaysia.

21. What are the procedures of returning international student into Malaysia.

Answer: All existing students that intend to return to Malaysia must submit their Travel Authorization application through the EMGS website. Once it is approved, the Travel Authorization will be made available for download through EMGS Website. The Travel Authorization can be downloaded from the following link below:

Students are required to:

· Complete the online payment for the quarantine and the Covid-19 Screening Test through MySafeTravel (www.safetravel.myeg.com.my) / MyQr application by MyEG (www.myeg.gov.my) and provide the payment slip at the international entry point upon arrival.

· Undergo the RT-PCR Covid-19 Test three (3) days before travelling to Malaysia. The RT-PCR Covid-19 test result must be translated in ENGLISH so that the respective authorities in Malaysia can inspect it.

· Download the MySejahtera app from the iOS App Store, Google Play Store or Huawei AppGallery to complete all the required information three (3) days prior to the arrival date.

· Use the MySejahtera application to scan the QR code upon arrival at the international entry point.

· Comply with the mandatory quarantine for fourteen (14) days or any period stipulated by the Ministry of Health Malaysia (MOH) upon arrival to Malaysia at a quarantine station designated by the Malaysian Government. The 14-day duration will be extended to 21 days (7-day extension), depending on the risk assessment on the 14th day of quarantine. The quarantine period extension will be done at the same quarantine station.

· Second COVID-19 RT-PCR screening will be carried out at the international entry point (KLIA & KLIA2) and the third screening will be done on the 10th day of quarantine. The 4th test will be done on the 18th day, if necessary.

· Monitor their own health status using the MySejahtera application during the quarantine period. If symptoms occur, these individuals must inform the medical team on duty for further examination and treatment.

· Remain in a quarantine station and not leave the room.

· Comply with SOPs, laws and regulations related to the management of COVID-19 which have been prescribed by the Malaysian Government at all times.

· Upon completion of the quarantine period, all students will be required to undergo a Covid-19 RT-PCR test.

· Students will be released from quarantine station if the COVID-19 screening test is negative.

22. I am planning to return to Malaysia, but I am not sure on how much will the quarantine cost be?

Answer: Kindly note that all fees imposed by the Government of Malaysia including the Covid-19 detection test, quarantine cost, and hospital admittance fee (if required) must be borne by the students:
